The risk factor is what we calculate to be how "at risk" a hospital is of overflowing. We assume that 12% of cases are hospitalized, and that 50% of the beds inthe hospital are already taken. With this data, we can estimate how at risk a hospital is of overflowing.
Sometimes, you must zoom in more to see more hospitals; not all hospitals show in the zoomed out views.
